fix(routing): Fix MergeAndSortRulesOptimizer

Background

Without this patch, mac('2c:9e:00:7a:26:38') -> proxy followed by !mac('2c:9e:00:7a:26:38') -> proxy will be wrongly merged to mac('2c:9e:00:7a:26:38') -> proxy.
