Adds phpcq-2 and cleans the code base for.

Adds PHP 8 support

Composer require checker sadly chokes on symfony/config in v7 due to:

protected (NodeDefinition&ParentNodeDefinitionInterface)|null $parent = null;

Error message:

Parsing the file [/vendor/symfony/config/Definition/Builder/NodeBuilder.php]
resulted in an error: Syntax error, unexpected '(', expecting T_VARIABLE on line 21
