Add Github Workflow for releasing stable versions and standalone bund…

* Add stable release.

* Only build CUDA 12.1 + 3.11 Python.

* Upgrade checkout and setup-python to latest version.

* lzma2

* Update artifact name to be ComfyUI_windows_portable_nvidia.7z
