More changes are required before this should be moved from draft state:

trustee plugin and nebula support [here](Add nebula_ca plugin trustee#539
possible kata-containers support (no PR opened for this yet) (may depend on initdata)
packaging (e.g. how to build and include nebula itself)
integration testing
