This PR has been triggered in an effort to update the pin for libprotobuf. The current pinned version is 5.27.5, the latest available version is 5.28.3 and the max pin pattern is x.x.x. This migration will impact 67 feedstocks.

Let's wait with this one at least until the migration for 28.2 is through, and/or until there's a new grpc.
