add opsfiles to backup credhub and bbr

adds the ops files to add jobs for backing up credhub and uaa on a colocated install

I think there might be missing for the parameters for the credhub & uaa backup ops files. By default in the bosh releases for both, sets the release_level_backup to false, which causes the backup to be skipped. However, it does create a non-zero tar file when you do a bbr backup but it will be empty inside when one opens it. (Credhub bosh release 2.5.7 and UAA bosh release 74.9.0). Another issue, I am debugging at the moment is when we enable the secure postgres ops files, it will generate a certificate based on the internal postgres DNS. However, Credhub bosh release seems to pick an IP for the Host field in the bbr.json it creates for the postgres db. This will cause the deployment to fail because the certificate expects a DNS hostname instead of IP.
