SPEED-777: Upgrade cloudflare-plugin-frontend to v3.9.0

This commit is a follow-up to #535
to include [a minor revert](cloudflare/cloudflare-plugin-frontend#199)
since the current v4.12.5 release seems to have issues due to that code
being wrongly removed.
