renovate: Monitor kubernetes-sigs/bom

Configure Renovate to monitor kubernetes-sigs/bom release binaries. I also updated the artifact name from bom-linux-amd64 to bom-amd64-linux based on the latest release artifacts ¹.

However, I never tried the github-releases datasource but I trust you on that one!
