Fix ChAI test failures when repo fails to clone (#26013)

Rename the ChAI test's skipif from (directory wide) `SKIPF` to `chai.skipif`, s.t. the tests are actually skipped when the ChAI repo fails to clone. [ reviewed by @mppf ] - thanks!
