feat(balance): allow crafting riot shields, alternative component for welded shield, add repairs_like to ballistic shield

A collection of assorted shield-related tweaks.

Describe the solution

1. Added a recipe for riot shields, made from a rigid plastic shield with some level of welding and sawing for the handle and related framework. Also adds a 3d printing version of the recipe.
2. Added manhole covers as an alternative component for welded shields.
3. Added repairs_like to ballistic shields, set to be about on par with mid-late tier shields.
