    2. partners_ecg_sampling_frequency calculates the sampling frequency based on the voltage length and the ECG duration of 10 seconds. An ECG with 2500 samples has sampling frequency of 250 Hz while an ECG with 5000 samples has sampling frequency of 500 Hz.
