First release of ops-mirror.

API is not stable.

Introduces the basic mirrorops.OpsMirror type. Supports JVM 8+, Scala 3.4+ Scala.js 1.3 and Scala Native 0.5.

Scala 3.4 was necessary due to specific macro features used - perhaps with a redesign it could be ported to Scala 3.3
