Follow up from https://gitlab.com/autowarefoundation/autoware.auto/AutowareAuto/-/issues/573

Description

Disabling tests should be done via DISABLE_ prefixes on tests so that they aren't forgotten.

Expected behavior

The Developer's Guide should contain this information.

Definition of Done

  • Add information about using the DISABLE_ prefixes to the Developer's Guide
