What is this PR for?
There are two sets of deployment files that are very similar but located in two different projects: yunikorn-release/helm-charts/yunikorn and yunikorn-k8shim/deployments/scheduler. Maintaining duplicate files is not ideal.
After removing the files under k8shim, a script has been provided to create these deployment files under the release repository. Instructions on how to create and use them have been modified accordingly.
