Remove warnings for non-ascii strings.

This change has been reconsidered because of the large number of YARA rules with non-ASCII literal strings seen in VirusTotal. The current plan is re-introducing this warning in v4.2.0, but for non-UTF8 strings instead of non-ASCII strings. Enforcing UTF8 strings is less restrictive than enforcing ASCII.
