Sun angle with latitude and longitude

IPW has functions for calculating the sun angle at a global scale using latitude and longitude instead of UTM. This will have the added benefit for the larger basins like the full Tuolumne down to Don Pedro.

We can provide this as an option to the user to calculate the sun angles with lat/lon or with UTM.
