Add basic docs, expand filldist/arraydist docs #268

This PR:

  • adds a basic Documenter setup
  • expands the documentation of filldist and arraydist to include description and examples
  • modifies the test suite to run doctests
  • modifies CI to generate the docs appropriately

Largely done in service of TuringLang/Turing.jl#2344 (I think that DistributionsAD is the only remaining blocker on that PR).
