Add name col/field to bookmarks api endpoints

changes:

• add name to bookmark-related endpoints
• include col in db setup for docker image

notes:

• io/ioutil package depreciated. seems like same func is with packaged with io. See: https://pkg.go.dev/io/ioutil#ReadAll vs. https://cs.opensource.google/go/go/+/refs/tags/go1.23.2:src/io/io.go;l=709 . Do we want to fix this in future PR or is this use intentional?
• do not merge until API change is merged and applied to db

This LGTM, assuming that the code compiles and the existing tests pass. I don't know if we have any tests for these endpoints, but if not, it'd be good to write some, though no need to block this PR, especially because we didn't have them previously.
