Forgot to mention, does not affect the Vite pmp-frontend-app, only adds next-app alongside it for now. So should be safe to merge without making any difference on the existing app. |

Merging what I've done so far so that we can potentially keep working separately on convering the new pages to NextJS and fixing the dockerfile/testing the kubernetes setup.
Too many changes to write here, but following a basic NextJS structure.
