Update Rectify11TrayTool to version 2.1 (#575)

- fixed issue with system tray icon being blurry under different scaling scenarios
- menu options Windows (dark) and Windows (light) now use themeui.dll to obtain DisplayName
- menu option Apply Custom Theme also uses themeui.dll to obtain DisplayName
- this should now work for users who have another locale/language set for Windows
- themeui.dll is only used to obtain DisplayName for Microsoft themes
- other themes just have DisplayName parsed from .theme file
