Virtual AE & Dynamic DICOMWeb STOW-RS Endpoints

Description

Implemented #425 .

• New Virtual Application Entity (VAE) concept to enable new DICOMWeb STOW-RS API endpoints
  • POST /dicomweb/vae/{aet}/[{workflow-id}/]studies/[{study-instance-uid}/]
• New /config/vae APIs to list/create/update/delete VAEs
• Update DICOMWeb-STOW service to support VAEs and input data plug-ins
