gh-419 Implement data output plug-in engine and integration with SCU/DICOMWeb export services

Description

Fixes #419.

• The ExportServiceBase class is now updated with a new step in the export workflow to execute OutputDataPluginEngine based off the IOutputDataPluginEngine interface. This enables the SCU export and DICOMWeb export services with support of adding custom plug-ins.
• Add unit tests with 2 demo plug-ins that implement IOutputDataPlugin: TestOutputDataPluginAddMessage and TestOutputDataPluginModifyDicomFile.
• Update DicomDimseScu and DicomWebExport features in the integration test to use TestOutputDataPluginModifyDicomFile and verify the modified DICOM file.
• Add WorkflowInstanceId and TaskId in the FileStorageMetadata so they can be set by plug-ins if needed.
