This PR tries to add a configuration to make GitHub Actions automatically rebuild and publish the Docker container image on every push to the main branch and every pull request. This PR also adds a Forklift package to make the Docker container available in combination with https://github.com/PlanktoScope/pallet-standard.
I'm making this change in a PR in case I can (and in case I need to) test out my changes separately.
