Adds a new Janitorial "Rover" cyborg skin

What Does This PR Do

This adds the Janitorial version of the Rover cyborg model set.
It features a tank full of diluted space-cleaner, plus a hose to distribute it to spray nozzles on the front that spray it on the floor, with a mounted street-sweeper style mop behind it.

Why It's Good For The Game

In keeping with the other Rover models, this aims to combine:

1. Looking a lot like station equipment, like the Mop Gear Rex does.
2. Being a bit cutesy, like the Standard model.
   I think the cyborg lineup is missing something to fit this niche. Most of them are authoritative/intimidating (Noble, Cricket, Landmate/Lavaland, Droid) and/or generalist-looking (the human-shaped ones, Standard).

Looking like a purpose-built machine might help keep your mind on acting robotically and not humanlike, and looking less authoritative and more cutesy might help with the subservient sort of mindset that cyborgs are designed to have. Obviously though, I don't have any data to back it up, so I can't assert that it's going to work out like that.

It feels a bit to pink compared to janitorials purple, that just me?
