Fixes #36693

Delete the patch of gendef.pl in
`vcpkg\ports\libpq\windows\msbuild.patch`. Because starting with
PostgreSQL 16, the "Win32" patch is no longer valid, the command line
arguments to gendef.pl were changed from Win32 to x86.

Refresh patches
Use strtok_s for strtok_r on MSVC, export GifDrawBoxedText8x8.
These are dependencies that must otherwise be provided by the operating
system. libdbus-1.so, at least on some Linux distributions, depends on
other system provided libraries like liblz4.so, libzstd.so, and
liblzma.so. It was necessary to cherry-pick two patches for the chromium
embedded in qtwebengine to make it build with ICU 74.

OpenSSL has moved to Apache 2 license, which is clearly compatible with
LGPL v3 (but not v2.1, which is ffmpeg's default). Note that FFmpeg devs
believe that the previous license is also compatible with LGPL (any
version), but not GPL.

Note that the upstream also believes that Fraunhofer FDK AAC is also

Updating the port to 4.3.1 was pretty painless. Adding the fix for the
iOS port seems a bit crass but I tried linking against the port without
issue. Sadly I can't test at runtime at the moment.

I found the offical tutorials not work because the uridecodebin plugin
can not handle https uri. Then I found that soup plugins is disabled. So
I update the gstreamer to enable it. The gstreamer compiled successfuly
without new port which I add. However the soup plugins will not work
without libsoup. So I add the port libsoup. And it depend on libpsl and
glib-networking. The glib-networking is a gio module. To make it work,
we should set env GIO_MODULE_DIR to the plugins dir which
glib-networking dll live in. And now I uridecodebin works properly.
By the way, how vcpkg deal with plugin dll? I put them to a plugins dir
just like gstreamer. However to use them is a hard work. For a gio
module, we have to set the env GIO_MODULE_DIR to the dyamic library
location.
Reason:
