PuTTY CAC 0.74

This PuTTY CAC 0.74 release is based on the upstream PuTTY 0.74 code. This release was compiled with Microsoft Visual Studio 2019.

Enhancements:

• RSA SHA2-256/512 signature hashing is now supported in agent forwarding scenarios for both PKCS and CAPI. Thanks to @N6UDP for his contributions on the CAPI implementation.
