Add lido-exporter alert rules and alertmanager for monitoring stack

Changes:

• Include lido-exporter alerts for penalties and exit requests metrics.
• Include Prometheus alertmanager to Prometheus and Grafana
• Add Grafana OnCall plugin to Grafana
