Explanation

• This PR is a part of Replace deprecated constants with enums #18714

All the deprecated constants were replaced with their equivalent enums.
Deprecated storybook tags were also replaced.

The changes were made in the component-library folder:
ui/components/component-library/avatar-base
ui/components/component-library/text
