Spark-DSG Version v1.0.0

This release points to the state of the Spark-DSG library that corresponds to the version of Hydra released for the paper "Hydra: A Real-time Spatial Perception System for 3D Scene Graph Construction and Optimization". Note that the API for this library is likely to change going forward.
