I think the jsonargparse release yesterday broke Python 3.9 support. This is a PR to debug it.

The tests passing now confirms that jsonargparse 4.33.1 broke Python 3.9 compatibility. We can either deprecate 3.19 or just fix the jsoargparse version for now.
Since there is no jsonargparse feature we really need, we can probably have a upper limit for jsonargparse via #1748
