This probably fixes JuliaGPU/GPUCompiler.jl#489, which depends on generated globals being marked as internal. This returns the behavior of jl_create_native to the 1.9 behavior, which was changed in 1.10 to mark them as external/hidden to enable multithreaded image generation. Now, we only mark globals as external/hidden when we are actually doing multithreaded generation.
