Closing in favor of #1004

Since we're running drush rs on the host machine in the GitHub Actions runner, the selenium service running in a docker service can not access the host network due to the runner's network restrictions. From the GitHub docs

Warning

Warning: The --network and --entrypoint options are not supported.

This caveat also means --add-host=host.docker.internal:host-gateway won't work. So selenium running in a container can not access http://localhost:8282 on the host machine.
