Add a github action for the master branch to compile
Add a REXX environment for tests
Distcheck target is not succeeding at the moment

For what it's worth, a fairly large project has been underway that uses GitHub Actions to build for various hardware and OSes on every commit. Nearly ready to check-in. |

This is pretty cool. I'm doing that kind of integration at the Docker image
build process - this whole Hercules 4.x business happened because I was
trying to build a hercules-base image for non-x86 hosts as well (I run my
Hercules on an RPi cluster).

Very cool!
Why are you not using the matrix for x86 builds as well? Also, regina-rexx
is available as a package in the Ubuntu repo - this could cut some build
times a bit.
