Replaces cameras in the bottom floor mining zone with the geminus city variant. Adds invis cameras to second floor of cityhall and hospital Also adds a couple of AI routing terminals.

Before posting this PR I tested the Cameras and Secondary AI terminals in a self host of the server. |
