Fixes JDODataStoreException for unresolved licenses during BOM upload processing.

Addressed Issue

Fixes #3798

Additional Details

This change does not need to be ported to master / 4.12, since the defect only affects the legacy BomUploadProcessingTask, which has been removed via #3722.
