When a creature is Knocked Down they should make any Strength or Agility check with Lower Hand.
When a creature is Entangled, they should make any Agility check with Lower Hand.
Suggested resolution
I'm open to making this more universal across more status conditions to affect negative draws, I just was working on some enemy design and was thinking about an enemy knocking someone down and then wanting to apply another status condition - if the contested check is Agility or Strength it would make sense that the creature would be slower to do that since they are now knocked down.
Entangled felt similar but didn't want to make that identical with strength and agility, so I think that one can just be Agility.
