Purpose of change
Barter price on washing soda and baking soda were over represented. This change brings them down to an amount that is reasonable considering their utility in a post-apocalyptic world.
Describe the solution
Changes the price_postapoc of both washing soda and baking soda from "5 USD" to "50 cent." Note that this assumes a count of 250 units, so 2000 washing soda will now equal a barter price of 4 USD.

Additional context
A single house can have up to around 2000 washing soda. Prior to this change, that would equate to a price_postapoc of 40 USD. Baking soda and washing soda are exchangeable through crafting recipes with some additional trivial resources, so they're both getting the nerf stick at the same time.
