Purpose of change

I already did the work for a shapeshifted cat form, might as well let druids turn into it.

Describe the solution

Add cougar form as a possible druid shapeshift.

Also reworks the non-regeneration of mana as a separate mutation, so that I can reuse these forms for the shapeshifting cloaks (which should allow you to regenerate mana).

Shifter druids can select cougar form, turning into cougar form works, turning back from cougar form works.
