subtract millisecond for get_root_timestamps latest #209

Sort of a hack/patch — get_roots_timestamp with latest=True gives a timestamp that has inconsistent behavior between timestamp-based queries and get_roots lookups. This patch subtracts 1 millisecond from the value in that particular case.
