On a mobile phone, I am unable to scroll through the photo gallery of a feature when the image is a 360° photo, instead I am interacting (looking around, zooming in/out) with the specific spherical photo.

You need to touch the screen next to the panorama viewer on a normal image, but that is far from ideal can even be impossible on small screens or when multiple panoramas are next to each other.
This is kind of related to #704

We could probably turn off the mouse wheel interaction on the 3D viewer.

Maybe a quick fix could be allowing only Ctrl+wheel or something, like Google maps do on their embed maps in websites. (They also show useful message if you do the wheel action without Ctrl)

The ultimate solution would be disabling interaction completely here and only allow it in All images dialog. Related to #539 (I will write my ideas there later)
