add an option to evict x% before limit

ideally by default it should evict when over requested of when x% below limit
but a opt-in setting to evict x% before limit would be nice too, so I don't have to do/check my math every time I fiddle with my limits ... also would integrate nicely with VPA which only changes requests/limits
