Dynamic queues are not creating in windows environment #564

Steps:-

Configure MB with ESB 4.8.1
Configure a message store and a message processor in ESB.
Create a proxy in ESB to add messages to the message store while the processor is active.
Check the MB.
There are no queues created in MB.
