Can we create the extensions folder for RobotBuilder with the installer (either empty or with a dummy file in it) so that users don't have to run Robotbuilder in between installing WPILib and installing something that installs RobotBuilder extensions (e.g. CTRE installer)?

The CTRE installer creates the folder if it doesn't exist. It's only an issue for non-windows platforms where CTRE doesn't have an installer and the instructions are to copy the files manually.

Ah, seems like the best fix is to suggest CTRE add a note in their instructions then about creating the folder. I'll leave this open for now but seems like a "won't fix" for the WPILib installer.
