WOL-982 Integrate eomodeldoc and default templates into WOLips and the eogen file

The eomodeldoc dream feature for eomodeldoc is to be integral part of WOLips and to simply have a checkbox in the eogen file and some options for relative output directory and optional location of velocity templates so that each time eogen runs, a separate eomodeldoc task will run in a background thread to generate and/or update the eomodeldocs. Most relevant info is already in the eogen file.
