Add contributing guides for the Wing console

Trying to add some features or changes to the Wing console and I could not find any guides in our contribution guide to get started. https://www.winglang.io/contributing

Proposed Solution

It would be nice to have:

• Guide to get up and running
• Making your first PR to the console (including tests etc).
• Info on how the project is structured
