Add "nihpp" pattern to preprint check
Check each PMCID (or figure ID) against whats in outbox and skip. If present, don't include in approved log. This is necessary because the PMC image search sometimes returns a large number of figures that are old and have already been posted. -> added a check comparing yml files in outbox with those in figures
Similar to 3, consider checking the pub date before including in approved log, for the same reason.
