Number of validation utterance

I note the inital number of validation utterance is set to 1 as here. If so, won't the accumlation here make the total number of validation utterance the acutal number plus one and the validation accuracy a little bit smaller? What is the intuition of this, or do I misunderstand the code? Thanks for your help!
