Dynanmic adjusting the weigh power of WASP farming rewards according to the total locked value in each of these pools/pairs.

As more pairs will be coming shortly on WanSwap, we need to wisely adjust our WASP rewards.
For the mainstream tokens which has been locked great value like WASP/WAN, wanETH/WAN, wanBTC/WAN, we need to give the LPs more rewards but for poor liquidity pairs like wanLINK, wanEOS etc, we shall reduce the rewards to minimum.
