Should we add the i18n language enablement labels (like i18n-alreq, see the CSS repo for examples) to hr-labels.json?

I don't support adding more refined -tracker -needs-resolution labels in all repositories.

  1. We already have 10 of them and expecting the community to know what i18n-alreq means seems hard.
  2. How do those labels interact with wide reviews? What does the Director do with those labels?

It may well be that we do need those in some repositories but it does not seem those are part of the horizontal review.
