Could you elaborate a bit more the use case of this new feature?

I am pulling from concepts in Robert's Rules and Parliamentary Procedure. When you have to meet quorum, but some of the voters do not want to vote in favor or against a resolution, they have the option to "abstain". This allows you to meet quorum, without having to force members to take a side, when they don't want to.
